No. 31
21 May 1863
I have the honor to transmit herewith for your Grace's information, a Topographical Report of the Bentinck Arm and Carribou Districts by Lieutenant Palmer
R. E.
R.E. which I trust will prove interesting to your Grace.
2. I regret that it is not in my power to employ the Officers of the Royal Engineers continuously on like services, but the great expense attendant on their performance precludes my doing so; the present expedition for example, which consisted of Lieut Palmer,
two
two Sappers, and a packer, and of which the accompanying Report is the result, having cost a sum, exclusive of pay and allowances, exceeding £800.
I have the honor to be
My Lord Duke,
Your Grace's most obedient
humble Servant
James Douglas
Minutes by CO staff
Mr Elliot
A costly expedition. It is to be hoped that the knowledge acquired of the Country will produce commensurate results.
Lt Palmer is an exceedingly clever young Officer, who, being on the spot & faute de mieux, might make a good successor to Colonel Moody, in the Office of Chief Commr of Lands. Lt Palmer is a nephew of Sir Henry James R.E.
