Abstract
Despatch to London. Minutes (2), Enclosures (untranscribed) (1), Other documents (1).
Douglas provides the CO with “a form of Title for town lots” which he proposes “to issue on all sales made of such property in British Columbia” until he receives instructions on the subject.
The minutes refer to the Emigration Commissioners.
Enclosed is a draft reply from Lytton to Douglas acknowledging the issuance of Douglas’s proclamations “prohibiting the introduction of spirituous liquors among the Natives” and preventing the “fraudulent sales of Crown lands by unauthorized persons;” and a “Form of land title.”

With reference to my despatch No. 1 of the 12th of instant, 1 requesting that forms of Titles, as usually issued, on the sale of town lots or other Crown lands in Her Majesty's Colonies, might be furnished to me without delay, I have the honor to forward herewith a form of Title for town lots, which we propose toissueManuscript image issue on all sales made of such property in British Columbia, until I receive your instructions on the subject.
