Sir,
I am directed by The Lords of the Committee of Privy Council for Trade to acknowledge the receipt of your letter of the 23rd instant 1 transmitting by direction of Secretary Sir Edward Bulwer Lytton for their opinion, copy of a proclamation issued by the Governor of Vancouvers Island on the 25th August 2 establishing Harbour regulations in the Ports of Victoria and Esquimalt and alsoRegulationsManuscript image Regulations for Boats and other small craft employed on the Coasts of the Island.
In reply I am to request that you will state to Sir Edward Bulwer Lytton that the Harbour Regulations appear to My Lords to be usual and proper for the purpose of preserving order and regularity in the mooring and berthing of Vessels and for security against fire, and that the coast regulations seem calculated to secure the efficiency of the Boats and to prevent smuggling.
