Sir,
I solicit authority for the Lord Commrs of HM Treasury to cause to be paid to Messrs Cox & Co Army Agents the usual advance of Pay to be issued to the Royal Engineers proceeding to British Columbia.
In the present instance it would be for 120 days at the following rates per an.
Colonel, £330
Army Pay [Abd.]
+ £1200 = £1530
Three Captains 202 + 350 = 552
Two Subalterns 125 + 250 = 375
The "advance" to Lt Colonel Hawkins' party proceeding to the same District was rather over 120 days.

You will observe that Colonel Moody asks us to authorize the Treasury to pay the Army as well as the Colonial pay. 1 Can we do so? Ought not the Military pay to be drawn for in the usual way? I imagine that the discussion on this particular point between Sir E. Lytton, General Peel &c has not yet taken place. In the meanwhile these Officers must at once receive the customary advance. Since writing the preceeding I have remembered that the T-y say that they will communicate hereafter with the War Office as to the expense properly chargeable on Army funds. Such being the case we may at once request the T-y to order these payments?

Annex draft to Treasury enclosing Col. Moody's letter. Point out that by the proposal thus made charges hitherto devolving on War Office funds will be placed to the Colonial account. That this is a point to wh Sir E. Lytton attaches importance but that considering how important it is on all grounds that there sd be no further unnecessary delay he recommendsManuscript image the Treasury to comply with Col. Moody's application. But that the final adjustment of distribution of the several items of expenditure under the various accounts must be reviewed for consideration & arrangement.
