Hamilton reports that the Treasury approves the payment for “Letters Patent under the Great
Seal” to make British Columbia and Vancouver Island a Bishop's See.
The minutes acknowledge that Angelina Burdett-Coutts has received the payment.
Included in this document is a draft from the Colonial Office to the Treasury, 1 February 1859, transmitting a statement with vouchers and requesting disbursement to Smith; and "Charges for passing Letters Patent under the Great Seal erecting British Columbia and Vancouvers Island into a Bishop's See, and appointing the Revd George Hills DD to be Bishop thereof," showing a total of £50.14.8.

Sir,
With reference to Sir E.B. Lyttons letter of the 1st
Inst, I am commanded by the Lords Commissioners of Her
Majesty's Treasury to acquaint you that the Paymaster General
has been authorized to pay to Mr P. Smith Chief Clerk of
the Colonial Office the sum of £50.14.8. to meet the charges
of passing Letters Patent under the Great Seal erecting
British Columbia and Vancouver's Island into a Bishops See and
appointing the Revd George Hills D.D. to be Bishop
thereof.
The Vouchers are herewith returned.
