Carnarvon transmits to Douglas the seal approved by "Her Majesty" for authenticating “all public instruments not partaking of a judicial character,” and charges Douglas with the responsibility of its appropriate use.

Sir,
As it has been deemed proper that a public seal should be appointed for the use of the Colony of British Columbia, I transmit to you herewith
In the original Despatch.
the Seal which Her Majesty in Council has approved for that purpose, together with Her Majesty's Warrant for using it.
You will be pleased to understand that the Seal is committed to your custody, andthatManuscript image that you must consider yourself responsible for the use which shall be made of it in terms of Her Majesty's Warrant.
The principal use of the Seal will be to authenticate all public instruments not partaking of a Judicial character which either emanate from yourself, or to which your formal approbation or consent is necessary in order to ensure their validity.
Instruments which are of the character of acts of Office, Certificates and minor appointments would more properly be authenticated under your Seal of Arms.
