I request that you will inform Mr Cooper that in the present financial position of British ColumbiaManuscript image it is not in my power to accede to his application.
With regard to the question of Mr Cooper's residing in British Columbia, I refer you to my despatch of the 5th September, marked Confidential, which has been crossed by your despatch now under acknowledgement.
