Newcastle writes to
Douglas to forward a “Memorial” addressed to
Newcastle from “certain Inhabitants of
British Columbia,” and to report that the subject of postal communication between Britain and
Vancouver Island is under the Government's consideration.
Newcastle then asks that “the Memorilaists” be informed that “any future Representation” follow
prescribed channels and be forwarded through
Douglas for observation and report.
