In accordance with a resolution passed at a Public meeting,
held in this City, I most respectfully beg leave to enclose
to Your Grace the accompanying copy of a Memorial;with

Douglas to Your Grace on the 17th Ulto for presentation to
Her Most Excellent Majesty in Council; but it was deemed
necessary to forward the enclosed, direct, to Your Grace, as
