I am directed by the Secretary of State for War to transmit to you, for the consideration of the Duke of Newcastle, the enclosed copy of a letter from Captain Cochrane in which he requests to be informed whether any and if so what advantages in the purchase of Land in British Columbia are accorded toOfficersManuscript image Officers who may retire from the Army for the purpose of settling in that Colony.
Sir George Lewis will be glad to be informed of the answer which should be returned to this application.

A copy of the annexed Proclamation (No 3 of /61) was sent to the War Office on the 20th of last Decr. Furnish the War Office with another copy, if we can spare it—which I doubt—adding that the Proclamation recd the Queen's approval on the 30th Decr last.

The best reply will be to say that the advantages accorded to Officers of the Army who may settle in British Columbia are detailed in the Proclamation of the 18th of March 1861, of which a copy will be found in the letter from this Department to the War Office dated the 20th of Decr last, and to suggest that Capt. Cochrane should be answered in accordance with the contents of that Proclamation.
