Lugard to Elliot (Assistant Under-Secretary)
War Office
12 April 1862
I have laid before the Secretary of State for War your letter of the 28th March last together with its enclosure from the Admiralty respecting the claim of the Owners of the "Thames City" for freight of 20 Tons of Hay and Oats shipped on board that Vessel for Vancouver Island, but subsequently discharged at the request of Colonel Moody.

In reply I am to transmit to you for the information of the Duke of Newcastle the enclosed copy of a letter from Mr E. King, late Deputy Storekeeper at the Tower, from which it appears that the Owners are entitled to the payment of the freight.
I am to add that there is reason to believe that the Hay and Oats thus removed were returned to the Contractor under arrangements madebyManuscript image by Colonel Moody.
I have the honor to be
Sir
Your obedient Servant
Edward Lugard
