I have the honor to acknowledge the receipt of your despatch No. 77 of the 7th of December enclosing, with some explanatory remarks, a copy of a Resolution of the Municipal Council of New Westminster respecting a delay which has recurred in forwarding to me theManuscript image Memorial of the Council for the grant of a subsidy to a Mail line of Ocean Steam communication with British Columbia.
I am quite satisfied that you did not intentionally delay the transmission of the Memorial nor act with any indifference to the important object which it advocated.
