I have the honor to acquaint your Grace that being pressed for funds to meet the liabilities of the Colony both on Military and civil accounts for the year ending 31st December 1862, I have authorized theTreasuryManuscript image Treasury to procure by Bills on Her Majesty's Paymaster General the sum of Five thousand pounds (£5,000), and I trust, in view of the circumstances represented in my Despatch No 6 that your Grace will obtain the necessary authority for the Bills paid at maturity.

Lest the Treasury should demur to paying the Bills, I annex a draft at once. The other despatch goes into the short Finances of B. Columbia, and requires careful examination before it is sent on.
