Sir,
With reference to your letter dated 7th Instant
enclosing copy of a Despatch from the Governor of British
Columbia forwarding a Proclamation, No 5 of 1863,
authorizing the Agents General for Crown Colonies to raise
a further Loan of £50,000 on the security of the local
Revenue of the Colony, I am comanded by the Lords Commissioners
of Her Majesty's Treasury to acquaint you, for the information
of the Duke of Newcastle, that their Lordships see no objection
to this Proclamation.
