We have the honor to forward a Life Certificate from Colonel R.C. Moody Royal Engineers, Chief Commissioner of Lands & Works in British Columbia dated 11th April last, and request that the usual document may be transmitted to us to enable us to receive the salary due to Colonel Moody, for March quarter last, from the Paymaster General.
We beg to add that the Treasury authority appears to have been received only last week by the Paymaster General, for issuing December quarter's salary, although we forwarded to you the Life certificate on 4th March.

I think it is very disgraceful that the Treasury cannot pay a public Officer's salary with more promptitude. I have sketched a draft which I shd like to send them.

The Treasury were very dilatory. I have consulted however with Mr Blackwood and we have agreed upon rather a modified course which is embodied in the annexed drafts.
