With reference to your despatch No. 21 of the 21st of April last I
have the honor to transmit to you a copy of a further letter from Mr.
Charles Walkem relative to the admission of his son to the Bar of
British Columbia I had every reason to
expect from the terms of your

opinion you expressed on the propriety of making such amendments in the
Rules of his Court as may render Canadian Barristers eligible for
