I have laid before the Queen Proclamation No. 8 of 1863 or the Legal Possessions Act of 1863 which was transmitted to me with your Despatch No. 41 of the 9th of July last and I am commanded to acquaint you that Her Majesty has been pleased to confirm and allow the Proclamation.
