No. 15
Government House
New Westminster
5 April 1864
My Lord Duke,
I have the Honor to forward herewith the Annual Blue Book for the Colony of British Columbia for the year 1862 embodying the particular information required under the various heads in as full a manner as the present early and unsettled condition of the Colony will admit.
2. I have to apologize for the delay which has occurred in forwarding this Book, but theManuscript image difficulty of collecting statistical information upon many points in a Country like this is very great, and in some instances after the information has been received, it has come in such a shape as to be valueless. These drawbacks will however decrease from day to day, and meanwhile I trust that the full and special reports which I have from time to time transmitted, have kept Her Majestys Government well informed upon the general condition and prospects of the Country.
I have the honor to be
My Lord Duke
Your Graces most obedt
Humble Servant
James Douglas
