               I have the honor to forward an Authenticated and two plain
               copies of a Bill submitted to me by the Legislative Council of
               this Colony in its recent Session, and reserved by me for Her
               Majesty's consideration.  It is entitled;
               
               
An Ordinance for the regulation of Banks.
               
               I add the Report of the Attorney General.
               
            
            
               2.  I am not certain that our present Legislative Constitution
               allows of the
Executive
 Executive assent being given to a Bill after the
               prorogation of the Legislature; but the permission to reserve a
               proposed measure for the consideration of the Secretary of State
               is so convenient that I have supposed it to exist, and shall
               embody it in the Standing Orders which I shall lay before the
               Council at its next meeting.  If I have assumed for the Governor
               a power which he does not possess, the whole effect will be,
               that a Bill of doubtful propriety will fall to the ground.
               
               3.  I regret, much, the delay which has occurred in forwarding
               the enclosed documents, but I
have
 have recently been for upwards of two
               months in the interior of the Country without the means of
               communicating with you.
