Sir,
I have had the honor to receive your despatch No. 17 of the 21st of June directing me to furnish certain explanations which the Lords Commissioners of Her Majesty's Treasury require to enable their Lordships to judge whether the Revenue of 1864 is properly disposed of [in] the Ordinance No. 3 of this year.
2. In obedience to YourcommandsManuscript image commands I have now the honor to forward the Colonial Estimates for 1864 prepared in the forms A and B. I enclose also a copy of the speech with which my Predecessor opened the Legislative Session.
3. The Appropriation Ordinance was passed before my arrival in this Colony.

These Estimates were required by the Treasury to enable them to consider the Appropriation Ordinance N. 3 of 64. The Returns shew an estimated Revenue of £126,000, & an Expenditure of £146,303. The latter includes the Sum of £10704 under the head of "Home Govt Amount" being the cost of the Barracks, while the estimated Revenue is exclusive of the proceeds of the loan of £100,000, not yet raised.
On the subject of the Barracks we are expecting a Report from the Govr. Send copy of Desp: with the enclosures to the Treasury?
