Sir,
I have the honor to request that the Crown Agents for the
Colonies may be furnished with Mr Secretary Cardwell's
authority for accepting the Bills referred to in the enclosed
copy of a letter received from the Colonial Secretary of
British Columbia.
The improved state of the Money Market will enable the
Crown Agents to borrow £20,000 on the credit of the Colony
to meet these Bills at maturity, even ifit it should not before
that time have sufficiently recovered to justify them attempting
to raise the money by the negotiation of the loan authorized
by the British Columbia Loan Act of 1864.

The Governor has already reported that he had drawn to this
extent on the Crown Agents. The Desp: which arrived by the
Mail of the 17th is still in circulation.
