Franks to Rogers (Permanent Under-Secretary)
5 John St, Berkeley Square W
May 19th 1864
Sir,
I believe that you are aware of my intention to leave England by
the West India Mail Steamer of the 17th June.
I am informed that
Admiral Denman leaves England by the same
steamer to assume the command of the squadron in the North Pacific,
and that the
Sutlej is under orders to proceed to
Panama to take him
up to
Vancouver.
British Columbia is one of the most distant British Colonies,
and the expenses
of the journey there are very heavy. I would beg
leave, therefore, to enquire whether, considering this, it would
be possible to grant me a passage on board the
Sutlej, which, as I
am informed, proceeds immediately on
Admiral Denman's arrival, to her
destination.
I beg to be understood to make this request subject to any charges
which are usual on such occasions.
Sir Frederick Rogers, Bart

Mr Elliot
Consult the Admiralty: but I think without recommending the application.
I presume
Mr Franks has settled the question of his Securities
with the T-y. Enquire (personally) at the T-y: if such is the case;
& if the matter is satisfactorily adjusted inform the Governor
of the apptment & of the time of
Mr Franks' departure.
Other documents included in the file
Elliot to Secretary of the Admiralty,
26 May 1864, forwarding
copy of the letter for consideration whether
Franks should be allowed
the passage.
