Sir,
I have the honor to ackn: the receipt of your despatch No. 5 of the 2nd of February last reporting the inauguration of the representative systems of Govt. in B. Columbia, and the election, under the authority of H.M. Order in Council of 11th June 1863 of five unofficial Members of the Legislative Council.
I have to express my approval of the manner in which you have carried this measure into effect, and I have learned with much pleasure that the result has been satisfactory both to yourself and to the people of the Colony.
