Sir,
I have the honor to acknowledge the receipt of your predecessor's despatch No. 10 of the 16th of March accompanied by an Ordinance passed by the Legislature of British Columbia on the 10th of March 1864 and entitled "No. 7 An OrdinancetoManuscript image to authorise a loan of £100,000."
I have laid this Ordinance before The Queen and I am commanded to acquaint you that Her Majesty has been pleased to confirm and allow it.
You will communicate Her Majesty's decision to the inhabitants of the Colony in theusualManuscript image usual manner.
I enclose, however, for your information and guidance, an extract of a letter from the Board of Treasury relative to the expenditure of the money raised under the Ordinance and to the principle of the reduction of the sinking fund contemplated in the 13th clause.
