With reference to His Grace the Duke of Newcastle's circular of the 30th of April 1863 and to your Predecessor's reply of the 21st of July following, I have the honor to request that you will take steps for the extension to British Columbia of the Regulation prohibiting Government Officers from any concern in any Bank, Railroad or other Commercial undertaking.
