With reference to my Despatch No. 21 of the 16th ultimo I have the honor to transmit to you a copy of a letter from the Crown Agents stating the grounds on which they have been compelled to postpone for the present any attempt to raise the British Columbia LoanauthorisedManuscript image authorised by the Ordinance of the 10th of March last.
