With reference to the letter addressed to you by direction of the Secretary of State on the 10th of February last, relative to the proposed construction of a Line of Telegraph across British Columbia in connection with Russia and the United States, I have the honortoManuscript image to transmit to you for your information, a copy of a Despatch on the subject from the British Charge d'Affaires at the Court of St. Petersburgh.
