Sir,
I have the honor to acknowledge the receipt of your despatch No. 53 of the 27th of September last, informing me that you had, subject to my instructions, drawn half salary from the date of your departure from Southhampton on the 17th of February to the date ofyourManuscript image your assumption of the Government of B. Columbia.
I regret that you should have taken this course without a previous reference to the Department, as you will perceive on reference to the colonial Regulations that articles 90 and 99 preclude your claim; Sir James Douglas having continued in the tenure of his Office until your arrival in the Colony.
I have therefore no alternative but to require you to refund the amount of the half salary which you have thus drawn, and I have to request that you will report your havingdoneManuscript image done so to this Department.
