Sir,
I have the honor to forward an Authenticated and two plain Copies of an Ordinance of the late Session of the Legislative Council of this Colony, entitled; No. 18. An Ordinance granting a Supplemental SupplyofManuscript image of Sixty thousand and seventy six pounds, eight shillings, and eight pence (£60,076.8.9), out of the General Revenue of the Colony of British Columbia, and its Dependencies, to the service of the year 1864.
2. I add an explanation of its provisions furnished by the Acting Auditor.

If so we should send to that Office the correspondence (10952) between Mr Seymour & Mr Cardwell in respect to the 1/2 salary of the former together with such other information as we possess on the other items of expense mentioned in the Schedule.

Yes. It is to be remembered that the Legislature of B.C. is virtually in fact representative & is only not so in form because there was no possibility of applying any intelligible principle of representation to a population so curiously compounded. The responsibility therefore of the Home Govt for the proper conduct of the finances is not what it is in an ordinary Crown Colony.
