With reference to Mr Julyan's letter of the 18th ultimo, on the subject of the temporary deposit of the surplus balance appertaining to the Ceylon Government, I have the honor to acquaint you, for the information of Mr Secretary Cardwell, that there is a balance of £16,632 in the Crown Agents' hands belonging to the Government of British Columbia which is not immediately required for the service of that Colony.
The Crown Agents therefore apply for Mr Secretary Cardwell's authority to place £15,000 of theManuscript image above amount on deposit at interest with one of the large Joint Stock Banks selected by the Treasury and mentioned in Mr Childers' letter to you of the 9th ultimo on the subject of surplus funds belonging to Ceylon.

This has come to me as I had the Ceylon papers on balances under consideration (11,343 Ceylon—circulated herewith).
It does not quite follow that because we take on ourselves to invest Ceylon balances in Joint-Stock Banks we shd be justified in doing the same for B. Columbia. But I suppose a copy of this letter may go to the Treasy, with an enquiry if they see any objection? I supposeManuscript image the Treasury intended in their letter of Novr 9th (10867 Ceylon) to sanction deposit without any security from the banks. It may be as well just to say, that this is presumed, in now writing to the Treasury.
