Offices of the Crown Agents for the Colonies,
Spring, Gardens, London, S.W.
21 Sepr 1865
My dear
Blackwood,
You will see by the enclosed that
Mr Wiber has been in
communication with this office respecting
B. Columbia Debentures, and
you will see the answer I sent to him.
If in your place I should tell him that he can doubtless have
Debentures on application at the Crown Agents Office, and that they
can be willed away in a similar manner

to any other investment, and
that the principal and interest of the
B. Columbia Loan is a charge
on the Revenues of that Colony.
Please return the letter I now enclose.
