I have the honour to ackn. the receipt of your despatch No. 3 of the 28th of January last reporting the appointment of Mr. Walter Moberley to be a Member of the Legislative Council of B. Columbia until the 1st of May 1866.
So far as I can judge you were clearly right in accepting the election of Mr. Moberley as a Member of Council, but for the reasons indicatedinManuscript image in my despatch No. 13 of the 3rd of March I refrain from conveying to you any formal confirmation of this appointment.
