No. 47
22 July 1865
Sir,
I have the honour to acknowledge the receipt of your despatch No. 33 of the 24th of March, on the subject of the Hospitals and Lunatic Asylum[s] in British Columbia.
I feel confident that you will continue to give your best attention to the improvement of the Hospitals and of the system under which they are managed, and that you will find means,ifManuscript image if possible, of saving the Lunatics, fortunately so few in number, from the alternative of either being associated with criminals in the Prison, or of passing their time, each one in separate and solitary confinement, a treatment which must in many cases greatly aggravate their malady.
I enclose for your consideration a Memorandum elicited by the particulars with which you have furnished me on this subject.
I have the honor to be
Sir,
Your most obedient humble servant
Edward Cardwell
