2. Under the peculiar circumstances in which
Mr Commeline
was placed, as represented in the Postmaster General's letter, I
have authorized the advance of half Salary to
Mr Commeline for
the full period of six months. I should have hesitated to take
this unusual course had I not been aware that
Mr Commelinehad had
been at great expense in travelling from
Cariboo at this Season
of the Year and was destitute of the means of visiting England
or even of returning to his appointment in
Cariboo.
