Head to Rogers (Permanent Under-Secretary)
Hudson's Bay House
July 17/66
Sir
I have the honour to enclose for the information of the Rt Honble the Secretary of State an extract from a letter addressed by one of the officers of this Company to our Secretary.
I need not say that the grievance complained of is not the exaction of lawful duties from this Company, but their not being exacted with equal strictness from other traders, who by importing spirits demoralize the Indians & compete unfairly with our trade.
I have the honor
to be, Sir, your obedt servant
Edmund Head
