Sir,
I have had the honor to receive your letter of the 29th
of June calling for my opinion on an Ordinance passed by the
Legislature of British Columbia abolishing the import duty on Gold.
Systematic agitation from without made the duty in
question so unpopular at the Gold mines that its abolition, as
stated by Mr Birch and the Attorney General, became almost a
necessity. Under these circumstances I am of opinion that the
recent Ordinance may properly be submitted for Her Majesty's allowance.

From what I have heard of the relations of B. Columbia &
V.C. Island to each other I believe the repeal of the export
duty was inevitable. But the union of the two colonies may
simplify this as other matters also.
