I have the honor to acknowledge the receipt of your despatch No. 53 of the 12th July, and to express my entire approval of your having stopped the salaries in the Treasury Department, as authorized by the Colonial Regulations until the Officers of that Department do their duty by furnishing theFinancialManuscript image Financial Returns required to complete the statistical portion of the Blue Book for 1865.
