With reference to my despatch No. 23 of the 16th November I have the honor to transmit to you the accompanying Extract from the Minutes of a Meeting of the Committee of the Hudson's Bay Company held on the 20th November 1866, expressing the opinion of the GovernorandManuscript image and Committee of that Body that it is the duty of the Company to discourage in every way the sale of spirits to the Indians in Vancouver Island and British Columbia.
