My Lord Duke,
It will probably be agreeable to Your Grace to receive Copies of Addresses presented to Mr Arthur Birch on his departure from the Colony where, for thelastManuscript image last three years, he has performed the duties of Colonial Secretary.
2. Mr Birch has shown great zeal, tact and discretion in the exercise of his duties and I believe that his departure will be deeply regreted on the Mainland portion of the Colony. Mr Birch, like others, necessarily resisted the attacks which were constantly made by the Legislature, Chamber of Commerce, and Press of Vancouver Island upon the Government of the lateColonyManuscript image Colony of British Columbia and therefore probably the same amount of regard felt for him by those with whom he was accustomed to associate does not extend over the recent territorial additions to the Colony.
