My Lord Duke,
I have the honor to forward an authenticated and two plain
copies of an Ordinance of the late Session of the Legislature of
this Colony entitled;No 17.

Customs Declaration Ordinance. This Orde extends the B. Columbia Customs Laws to goods imported from V. Island, which have not paid Customs Duties. By sec. 5 the collection of such duties was only allowed to the 30 March last.

The practical effect of the
Ordinance is to legalize the collection of such duties which
have been made in New Westminster. Express regret that the
time has been limited.

At once. I shd be disinclined to express regret. The Law is
a very anomalous one, and even under the circumstances under
wh it was passed, I shd doubt the wisdom of increasing any
force it may have as a precedent.
