My Lord Duke,
I have the honor to forward an authenticated and two plain copies of an Ordinance of the late session of the Legislature of this Colony entitled;No 19Manuscript image No 19. An Ordinance to authorize the issue of debentures for short temporary loans. The Attorney General's report is enclosed.
Financial difficulties alone cause this very objectionable measure.

Ordinance authorizing issue of Debentures for short loans. The whole question of the financial condition of B Columbia is (I think) before Mr Elliot (8565/7989). The existing charges upon the Revenue are, if I mistake not, as follows:Manuscript image
1862 charge of £50,000 declared to be first charge
1863 charge of 12,000 under a Road Ordinance
1863 charge of 50,000 charged subject to the 2 prior charges
1864 charge of 100,000 subject to former charges and to a charge under the Cooks Ferry Ordinance, under which Ordce £12,750 have been raised.
Perhaps this Ordinance had better be circulated with the papers now before Mr Elliot; or should it be sanctioned at once?

I think it shd go to Treasury explaining that itsManuscript image not being replied before was owing in part to the Govrs delay in transmitting it, but principally to the fact that it has been under consn in connection with the whole question of B. Columbia finance.
But what has been done; has any money been borrowed under this orde?
