I have perused with care the papers forwarded for my
consideration in Your Grace's despatch No. 67 of the 1st October
1867, respecting the selectionof

It appears to me that if Mr Seymour had perused with as much care his Grace's despatch as he says he has the enclosures he wd have found out that what his Grace wanted was that Govr Seymour should decide the Capital question!

In 2627 he says he will consider his Grace's despatch No 67
& report on it by the next opportunity.
