I regret having again to trouble the Department over which Your Grace presides, with further Communications relative to my property in Victoria, V.I. known as Block Z.
I beg to refer your Grace to a Despatch from Mr Cardwell to Governor Kennedy dated the 14th August 1865 and the enclosures therewith, being the opinion of the Law Officers of the Crown dated the 26th July 1865. In January 1866 Mr Elliott of the Colonial Office officially informed me in answer to a personal enquiry ofmineManuscript image mine, that instructions would be sent to Governor Kennedy forthwith strongly urging the propriety of settling this question in accordance with the opinion of the Law Officers of the Crown, but notwithstanding the repeatedly expressed opinions of Mr Cardwell and His Grace the Duke of Newcastle I have never been able to obtain any assurance either of Mr Kennedy or Mr Seymour that the Crown had abandoned their claim to this property or that my title would be undisturbed.
I have addressed to Mr Seymour a letter the Copy of which I enclose together with his answer to that Communication.
I have now respectfully to request your Grace to refer Mr Seymour to the Communications of Your Grace's predecessors in office addressed to the Governors of this Colony, and desire your Graces intervention to set this matteratManuscript image at rest once for all.
