Sir,
With reference to your despatch No. 35 of the 24th of February last, and to your Confidential despatch of the same date, I have the honor to transmit to you, for your information, the enclosed copy of a letter which I have caused tobeManuscript image be addressed to Mr. Franks, the late Colonial Treasurer upon the disposal of his claims in respect of the abolition of his Office.
Under the circumstances as you appeared to have offered to Mr. Franks the gratuity of three months pay and the allowance for passage money, I have not thought proper to withhold those allowances, notwithstanding the misconduct of Mr. Franks during his residence in British Columbia. It is not likely that such a case will again occurbutManuscript image but should it be so, it will be expedient that the whole circumstances should be reported to me on the Officer ceasing to perform his duties without any offer of gratuity or allowance being made to him.
