September last, I have the honor to transmit to you Additional
Instructions under the Royal sign Manual and Signet appointing the
Police Magistrate of the City of
New Westminster in the Colony of
British Columbia to be a Member of the Executive Council in the place
of the Treasurer, and empowering the Governor to appoint
provisionally Two Members of the Legislative Council to be
Un-Official Members of the Executive Council
