I have the honor to enclose a letter addressed to Your Grace by
Mr Franklyn, late Magistrate of
Nanaimo, one of the many
sufferers by the reductions in the
Civil Civil Establishment I have
been compelled to make.

Mr Franklyn in no way exaggerates my personal liking
towards him. I believe him to be honest, straightforward,
zealous and courageous. I have never had reason to find fault
with him as a Magistrate and I should be very glad to reappoint
him to office had I an opportunity; of which however I
see see no
prospect. I trust that Your Grace will be able to entertain
Mr Franklyn's application favourably.
