The Lords Commissioners of Her Majesty's Treasury have had before
them your letter of the
17th July submitting an Ordinance, N
o
19 of
1867, passed by the Legislature of
British Columbia "to
authorize the issue of Debentures for short temporary Loans,"
and My Lords request that you will inform the
Duke of Buckingham
& Chandos that They have no objection to offer to this Ordinance,
though They regret that the circumstances of the Colony should
render it necessary.
In stating this however, My
Lords Lords assume that the Words "existing
Liabilities" which appear in the first Clause of the Ordinance,
are to be strictly interpreted and limited by the Words "existing
temporary Loans," occurring in the Preamble.
