I have the honor to acknowledge the receipt of your Despatch, No. 159, of the 10th December, in explanation of the expression of your belief that Mr. Cooper's statements as to the circumstances attending his appointment were correct.
In reply I have to state to you that your explanationshowsManuscript image shows that you were quite justified in the Knowledge which you expressed of Lord Lytton's original arrangement with Mr. Cooper when he went out to British Columbia.
