I transmit to you, for your information, a copy of a letter from Mr. Roscoe, Ensign in the Vancouver Island Volunteer Corps, applying for a set of Targets for Rifle practice, together with a copy of a letter which I have caused to be addressed to the War DepartmentonManuscript image on the subject.
