Sir,
I find that pending the consideration of the various questions relating to the finances of British Columbia it has not been observed that no decision with regard to the Ordinance No. 19 of 1867, entitled, "An Ordinance to authorize the issue of Debentures for shorttemporaryManuscript image temporary Loans" a copy of which accompanied your Despatch No. 103 of the 7th of September last, has been communicated to you.
I have now the honor to convey to you Her Majesty's Gracious Confirmation and allowance of this Ordinance, but I assume that the words "existing liabilities" which appear in the first clause of it are to be strictly interpreted and limited by the words "existing temporary loans" occurring in the preamble.
